However in Academic and related areas it has to be responsive to participants in the decisions and deliberations of All India Council for Technical Education and other apex bodies like Indian School for Technical Education, Technical Teachers Training Institutes etc. ensuring innovations in Pedagogical and practical aspects of Technical Education. Its surrounding areas within a radius of 10 km. is a veritable mix of the old and new: sylvan landscape and greenery jostling with modernist brands. The area also contains some precious relics of our recent past: Sadaqat Ashram, Rajendra Sangrahalaya and Braj Kishore Bhawan are glowing emblems of our Freedom Movement. Principal's Message
Welcome to the New Government Polytechnic Patna -13, one of the oldest Institute of Polytechnic in independent India, founded in 1955 by the Government of Bihar under the aegis of Department of Science and Technology and affiliated by SBTE, Patna and AICTE New Delhi. NGP is now promoting hands-on training with emphasis on experiential and participative learning and encourages the students to indulge in real-world problem-solving exercises and methodologies. In this connection, regular industrial visits, field visits, industrial internship, practical assignments and model development are organized and encouraged through formal curriculum as well as activities of the technical clubs and societies.. Year after year, with its exemplary placement record, NGP PATNA-13 has reinforced its brand image as a leading technical institution. The students of the institute have been selected by most of the prominent Indian and multinational companies and industrial and research organizations.

About The Principal
Dr. Chandra Shekhar Singh possesses a rare and enchanting academic as well as administrative career. He topped the merit list of Bihar School Examination Board in 1980 from Vaishali.
He stood first class with distinction in B.Sc Engg. (Civil) from M.I.T. Muzaffarpur in 1989 and completed his M.Sc Engg. From N.I.T. Patna with specialization in Structural Engineering in 2005 and even pursued a degree in Earthquake Engineering from I.I.T. Roorkee .He completed his degree in C.I.C in 2001 from I.G.NO.U, New Delhi and thereafter obtained PhD in Civil Engineering from N.I.T. Patna in 2012 with dissertation on Earthquake Resistant Design of Concrete Gravity Dam. He has obtained CMI Level-5 of Certificate Management and Leadership (QCF) from Chartered Management Institute, London, UK.
Dr. Singh dawned his career from Industrial Sector beginning with Bihar State Warehousing Corporation as an Asst. Engineer, and later on joined as an Engineer in EIL, New Delhi. He has gained vast experience in the Industrial sector of more than 10 years where in he has handled large no. of project in Pipelines construction and Refinery Sites, Godown Construction including the GAIL’s Pipeline Rehabilitation Project , Jamnagar- Loni Pipeline Project and IOCL’s Panipat’s Refinery Project.
Dr. Singh in 2000 Millennium having qualified the Engineering Services Examination made a shift in his profession and preferred to serve in The Department of Science and Technology. He has held numerous posts under the department and made a significant contribution towards the development of Bihar State. He made a paradigm shift in the Diploma level education while he was Controller of Examination by debarring of Home Centre, shift from Annual to Credit Based Semester system, Induction of Earthquake Engineering curriculum across Bihar State. Dr. Singh has been Resource Person in EDUSAT for promotion of online education in all Engineering colleges and Polytechnic institute. He led to Computerization & expedition of Result Declaration Process of Diploma Level Technical Institute.
Dr Singh has been actively engaged in coordinating the establishment of IIIT, Bhagalpur in PPP mode as a Joint Director (Technical), Department of Science & Technology, Govt. of Bihar.
In the field of Inter Departmental Coordination Dr. Singh has been involved in Coordination with MHRD, AICTE, NBA of Central Govt., State Govt. level with different universities, schools, colleges for implementation of Popularization of Science & Technology scheme throughout the state, Coordination of different department of state Govt. (viz. Agriculture, Disaster Management, Planning Department, Water Resource Department, Fisheries, Forests, Mining etc.) as a Project Director, Bihar Remote Sensing Application Centre, Govt. of Bihar, Coordination of different department of Central Govt. and NRSC, Hyderabad (ISRO) for different remote sensing projects (viz. SISDP, FASAL, CHAMAN,LULRC, Soil Health Card, EPRIS, etc.)
In the field of Scientific Institution Building Dr. Singh has been in the regulatory body of MHRD – AICTE for establishment of 30 nos. Of Govt. Polytechnics and 31 nos. of Govt. Engineering Colleges in each district of the state as a Joint Director (Technical), Department of Science & Technology, Govt. of Bihar.
Dr. Singh has completed Consultancy Project Particularly Green Building Project in 2014 with Grant aid of Rs 57000/- , Earthquake Resistant Structural Design of RCC Framed Building with grant aid of Rs 70,000/-, Mix Design of Concrete as per IS Code under the agency of Bihar Police Construction LTD. With grant aid of Rs 30,000/- , Coil Net, TDIL, DieYT, MCIT, Govt of India, New Delhi with grant aid of Rs. 33 Lakh.
In the field of Policy and Planning Dr. Singh has been key player in Publication of Innovation policy for Department of Science & Technology, Govt. of Bihar in 2019. Planning for implementation of innovation policy throughout the state, Framing and implementation of different policy (staff norms for technical institutions, campus code for students of technical institutions, hostel norms in the technical institution, implementation of AICTE schemes, fixation of tuition fee etc.) for the Govt. engineering colleges/Govt. polytechnic for the state of Bihar, as well as in the Implementation of innovation policy, start-up project and facilitation in patent registration in the state .
Dr Singh has Developed Student Project Programme for Final Year Degree/Diploma Engineering Students of State of Bihar. Received sanctioned Rs.2 crores from DST, Govt. of India vide Sanction Letter No.:DST/SSTP/SPP/Bihar/2019-20 dt. 25.09.2019.
He has laid a momentum contribution in Assuring AICTE essential and desirable requirements in the institutions throughout the state by standardizing the human resource, furniture, lab equipment and other amenities for Degree/Diploma students and recommendation of Budgetary provisions from the state govt. funds., Framing of Institute Maintenance Manual of Engineering college & Polytechnic across Bihar State, Implementation of AICTE curriculum in Bihar State Polytechnic Institute, Rationalization of Teaching Cadre Post of all 36 Polytechnics of Bihar as per AICTE., Coordinating Training and Placement activities of technical institutions of the state, Implementation of departmental Skill Development scheme, Coordinating the Training of Technical Teachers of the Engineering Colleges and Polytechnic Institutions of Bihar, Development and implementation of Employability enhancement training under CSR activity of CISCO etc.
Dr Singh has been awarded by Honorable Governor of Bihar for best SDC OF BSDM in Domain Skill. He was the Member, Board of Governor, MIT Muzaffarpur while serving as Principal, Government Polytechnic Muzaffarpur. While at posting as Principal, Govt Polytechnic Muzaffarpur and Sitamarhi he led to Disposal of Obsolete Equipment of BRITISH ERA &Deposit of more than Rs. 25 Lakh /- in Government Treasury. He contributed to Establishment of Ultra Modern Electrical & Electronics Lab, Establishment of Wi-Fi Campus with ZERO CapeX & OpeX.
Dr Singh has been the Member Secretary – AICTE Affiliation Committee of Diploma Level Technical Institute, Bihar since 2008.

Dr Singh has Efficiently implemented Web based learning & e- library skills to staffs & student, started the trend of generating Feedback from each & every student through Google Form, introduced open source software for use in learning material and started Maintaining online inventory of Labe equipments, furniture, Plants in Flower bed of the campus, electrical fittings & sports item through Google spreadsheet in the Technical Institute.
Dr Singh holds various Professional Membership including IE, ISTE, IRC, ISET, IBC, IWWA etc. He has published numerous journal /conference paper at International level, National and Regional Level and has been widely appreciated for his work in the field of Structural Dynamics.
